"Russian-installed leaders in two breakaway areas of eastern Ukraine warned Friday that war was coming and called on people to evacuate or take up arms. The response was largely a weary shrug.

Squeezed between a massive Russian military buildup on one side and Ukrainian forces on the other, people drained ATMs of cash, filled their cars with gas and stocked up on essentials.

Then they mostly returned home to sit out what they see as the latest flare-up of violence in an eight-year conflict fomented by Russia that has cost some 14,000 lives, destroyed homes and businesses and torn families apart.

“They are playing at war,” said a 63-year-old kindergarten aide in Makiyivka, a mining city in Russian-controlled territory. “No one needs us. Neither that side, nor the other side. We are like an open target, and that’s it,” she said. “You look at the kids and it breaks your heart.”"

"Donetsk’s Russian-installed leader who ordered the evacuation “can shove his decrees in his pocket,” said Igor, a 33-year-old coal miner from Makiyivka. “People don’t want to live in tents. We’re better off hiding in cellars. No one wants to go to the recruiting office, either.”

Aleksei Shubin, a 41-year-old Donetsk resident, said he was waked by shelling on Friday night but finds the call to evacuate exaggerated. “People are saying it will be scarier than in 2014,” said Mr. Shubin. “But they are winding themselves up.”"
