Es liegt in der Entscheidung des Entwicklers, wann es Zeit für eine Veröffentlichung ist. Manche Entwickler zielen auf einen festen Termin ab, während andere erst im Entwicklungsverlauf des Spiels näher darüber nachdenken. Sie sollten sich bewusst sein, dass nicht jedes Team in der Lage ist, die Entwicklung seines Spiels "fertigzustellen". Kaufen Sie ein Early Access-Spiel also nur, wenn Sie auch bereit sind, es im aktuellen Zustand zu spielen.
Und die Entwicklerregeln sind kein Verbot, sondern eine Warnung, dass man sich nicht auf die Steameinnahmen verlassen sollte, um das Spiel zu finanzieren:
Early Access is not a way to crowdfund development of your product.
You should not use Early Access solely to fund development. If you are counting on selling a specific number of units to complete your game, then you need to think carefully about what it would mean for you or your team if you don't sell that many units. Are you willing to continue developing the game without any sales? Are you willing to seek other forms of investment?

Also unsauber finde ich daran nichts. Der EA-Kauf berechtigt dazu, die beim Kauf existierende EA-Version zu besitzen und zu spielen, das ist alles. Es ist nun mal gerade keine Garantie, ein fertiges Spiel zu bekommen.
