Das ist übrigens auch eine andere Auslegung: meist wird davon ausgegangen, dass z.B. Raketenabschussrampen in Siedlungsnähe bereits "Human Shield"-Charakter haben (das passiert nachweislich auch aktuell), nicht dass Menschen zu den entsprechenden Militär-Locations bewegt werden, wie Amnesty beschreibt.
