The summation is clear: this game can scale higher than the console versions for graphics and frame rate, but it is not doing it right at all. The divide between the GTX 1060 and RX 580 here is unreasonable and unheard of, and even then the RX 580 is not exactly performing well as it should vis-a-vis the console versions. As a reminder, in other games, higher than console settings is easily possible at 1080p60 or even 1440p60 on the RX 580 or even GTX 1060.

Death stranding for example had both of these GPUs doing 1080p60 and not worse than 1080p30 like we see on the GTX 1060. On top of the general low GPU performance in this game, across all cards, you have frame time stutters, not working settings, malfunctioning v-sync and a borderless windowed mode that doesn't really work - and other visual flaws. With the stutters, no PC is going to be running this game at a locked 60 fps or even a locked 30 fps. It is hard to imagine a game such as this, which was so polished in its Playstation debut, is launching in such an unpolished state on PC. It seriously needs much more work to bring up the base performance across all GPUs so that it reflects the usual divide we see between PC GPUs and the consoles. As it is right now, even with the 35 GB launch patch, none of the issues I mentioned in this review are fixed. It's a real disappointment.
